From BR-FR-MAP-11:
If EXT-FR-FE-157 is present, there is a Delivery Address on line level and you must fill in all the fields present in the Delivery Address group (EXT-FR-FE-BG-10) except the global location identifier (EXT-FR-FE-146, EXT-FR-FE-148) in flow 1 or 10.1, and in case of absence of Line 1 (EXT-FR-FE-151), Postal Code (EXT-FR-FE-154) or Locality (EXT-FR-FE-155), provide the data "-" instead.
